Selection Status of Regatta
Please note that all Singles and Pairs races for Open (formerly Senior A) are selection events. The Under 17, Under 19, Youth and Under 23 events are not selection races. The Under 23 events are Championship events, and the results count towards National Ranking only.
Latest News! Special Ruling: The Board has recently adopted a 'relaxation' of the composite rule (Rule 4.9.2) for Open Events at the 2002 Australian Rowing Championships. The rationale for this is that the selection of elite rowers this year is complicated by the fact many have been training and racing together in squads. Their selection depends upon performances at the Championships in these combinations. This 'relaxation' is limited to the Open category only.

Lightweight Policy:
The High Performance Commission (HPC) have approved an ammendment to the selection policy to move in accordance with the FISA lightweight rule in regards the lightweight pair selection events at the National Championships. This now means that ALL lightweight races will have the FISA rules applied; that is crews must AVERAGE 70kg with a maximum of 72.5kg and single scullers may race at 72.5kg.
Please note also that the Senior A lightweight single scullers will need to do a check weigh in one hour prior to the semi final on Tuesday afternoon. The one weigh in per day to < 72.5kg applies however we would like to log the afternoon weights.
NB: The selection policy requirement for the April Trial of lightweight men weighing 70kg will remain for all categories.
Under 19 Sculling Events – SCHEDULING
The present timetable of events schedules the Finals for all U19 sculling events for Friday 8th March. This has given rise to concern over the lack of recovery/changeover times. To overcome this, the events are now being rescheduled to allow for the Finals of all U19 Double Scull events to be shifted from Friday to am on Saturday. It is anticipated that the races on Saturday will commence at about 7.30 am.
This will be discussed at a meeting to be convened after the Monday briefing of all coaches affected.
Other Critical things to Note:
- The Progression System has been varied - please review.
- Drug Testing: All participants; please bear in mind that the Australian Sports Drug Agency is likely to be in attendance and conducting testing.
- Team Managers and Coaches are reminded that it is a requirement that Crew Changes be signed off on by an authorised representative of the Parent State Association. The Regatta Secretary will strictly enforce this Rule.
- Authorised Support Staff/Officials Accreditation Application Form (PDF) - this form is be filled out and faxed back to Rowing Victoria by February 28th, 2002. It is to cover authorised personnel including Institute/Academy Staff, State Association staff and the various other club and school support persons.
- Bookings for the Championships Dinner must be received by Wednesday March 7th, 2002

- Dogs: Shire of Strathbogie Regulations prohibits dogs within the boundaries of the Course at any time.
- Official Luncheon: Some invitations to this function were issued showing that the luncheon is at 12.30. Event timetabling, and the Governor’s program, has necessitated this having to be brought forward to 12 noon. Invitees please note.

Interstate Winning Crews and Boat Race Officials - Drinks with the Governor
The winning crews and coaches of the Interstate Regatta events and all Boat Race Officials are invited to join the Governor in the Guest Enclosure for an informal drink, immediately after the Presentation of the King’s Cup. No special dress rules apply to this event – rowing gear, track suits, uniforms – OK.
Seat Fees (inc. GST)
- $ 33 per seat, including coxswains.
- Deposits are also required:
$40 per boat: single, pair/double, four/quad $80 per boat: Eights
Deposits will be only refunded to the nominated school/club and prices include GST.- Please mark entries with full details required for return of deposit at the base of the form.
Entries
Entries must be:
- Submitted only on the offical entry form.
- Signed by an official of the competitor's club/school.
- Forwarded with correct entry fees and deposits to competitor's State Association only, who will then forward to the Organising Committee.
- The entry must be ratified by the competitor's State Association
- Arrive in sufficient time to be processed by competitor's State Association and forwarded to Rowing Victoria to arrive by February 14th, 2002, 5pm.
- Credit card and direct deposit facilities will be available for fee payments.
- Mailed entries will need to be accompanied by a cheque for the full amount due.
- Faxed or emailed entries will need to paid for by direct deposit or credit card.
- An entry summary will be posted on-line on this web site once all entries have been received and processed.
- The draw will be available after 3pm, March 4th, 2002 from the Regatta Centre and this web site.
- Races will be rowed in the order shown of the Event List.
If any Entrants would like to have a particular crew/team photograph included in the Official Program they are asked to pass a clear colour print together with accompanying text to the office of the address below, by no later than 10th February. We will then fit it into the publication, if there is room.

Institute/Academy/Club/School Marquees
Institutes/Academies/Clubs/Schools wishing to erect marquees may do so. Sites of 10m X 10m will be allocated. A charge of $200 (inc GST) will apply to marquees sited within the last 500m of the Course. There will be no charge for marquees outside the last 500m. Those wishing to erect marquees within the last 500m are asked to advise Rowing Victoria as soon as convenient.

Lake Nagambie will be closed to general power boating from midnight March 1st to 6pm March 10th to provide exclusive use for rowing crews. Only motorboats associated with crews will be permitted on the lake during this period. It is to be noted however, that a Victorian Regatta will be conducted on Saturday 2nd March. The course will therefore be closed to non competitors between 8am and 4pm on that day.
Coaches please Note: Motorboats must comply with the Victorian Boating Regulations and carry the required safety equipment. The Goulburn river is not closed to general power boating. Appropriate care should be exercised when using the river for training purposes.
Bikes
Coaches please note well; BIKES WILL NOT BE PERMITTED ON COURSE on Friday, Saturday or Sunday.
Entry Passes and Car Parking
Entry Passes: Competitor/Coach and Support Staff (as requisitioned) passes will be available for collection from the Regatta Centre from a.m. Monday 5th March. Whilst we have attempted to provide for everyone; illegible writing on too many forms and a pretty constant stream of requests for change; will mean that we have probably not got it exactly right. If on arrival, you have any problems with your passes please represent them to the RV on-site office staff who will be happy to assist.
Car Parking: There is unrestricted on course parking (up to capacity of course) on the Tuesday through to the Thursday evening. Parking on the Friday, Saturday and Sunday will be very limited. There will however be plenty of free parking available within easy walking distance of the course.
Daily Tickets / Pass Outs
Non-Pass Holders: A daily adult entry charge to non-pass holders will be made on the Friday, Saturday and Sunday. This charge is $10 per day. Children U16 will be admitted free. There are no multiple day tickets and daily tickets are colour coded. Holders of daily tickets who wish to exit the course during the day may do so and will be issued with a coded pass out. When re-entering the course they will need to present the gatekeepers with their original ticket and pass out.
Pass Holders: Pass holders wishing to exit the course during a day will also be issued with pass outs; once again, to gain re-admittance both the pass and pass out will need to be produced.
Food / Refreshments
Food and refreshments will be available for all the course from Sunday to Sunday, including breakfast. A variety of diets will be catered for.
Lighweight and Coxswain Weigh-in
- Scales will be available for check weighing from 8.00am Saturday March 2nd 2002.
- Official weighing will begin two hours before the start time of the first coxed or lightweight event and closes one hour before the start time of the last coxed or lightweight event.
- Competitors will be weighed in their usual rowing costume.
- Coxswains of men’s crews will have a minimum weight of 55 kilograms.
- Coxswains of women’s, schoolboys, schoolgirls, and all junior crews will be a minimum weight of 50 kilograms.
Boat Weighing
- All boats are to be weighed and checked for the appropriate safety equipment prior to their first race.
- The weigh in stewards will affix a sticker to each boat when a boat has been weighed and the safety check completed.
- Crews/scullers rowing in boats that have not been weighed will be disqualified.
- All safety equipment, particularly shoe release, heel ties & bow ball, must be correctly fitted & functioning when boats are presented for weighing or boats will not be weighed. Control Commission will be monitoring all boats that are launching for competition and will not allow any boats on the water that do not comply with the appropriate safety equipment.
- PLEASE NOTE: Heel tie downs must limit the heel of fitted shoes to be raised no higher than 60 mm above the heel of the footstretcher.
- Official boat weighing will be available in the boatshed from Sunday March 3rd 8.00am and from one (1) hour prior to the first race of each competition day.
- Crews and Scullers racing in underweight boats will be disqualified.
- All boats shall be weighed with fittings essential to their use and in particular with riggers, stretchers and slides but without oars or sound amplification equipment and loudspeakers.
Minimum Boat Weights as per RA Rulet 8.3.7:

- All withdrawals and substitutions must be made to the Regatta Secretary at the Regatta Information Centre.
- Official withdrawal and substitution forms must be fully completed and signed by an official of the respective State Association.
- Withdrawals must be made not less than one hour before the respective event / race.
- Substitutions in any crew can only be made according to Rule 4.8 of the Rowing Australia Rules and Racing Code.
- Substitutions can only be made up to 1 hour prior to the start time of the first race of the event for that crew.
- No change can be made to a crew which has already raced in a heat of its event, except in cases of serious illness or accident – refer to Rule 4.8.2.
Bow Numbers
- All competing boats are required to display an official bow number (colour coded) on the bow of the boat, representing the allocated lane number for that race.
- Lane numbers will be supplied by the Regatta Officials from the boatshed (see site map) for a deposit of $10. This must be returned to the Officials immediately upon return of each boat to the launching area for deposit refund.
Boat Trailers
- Volunteer trailer marshals will be on hand to direct trailers on arrival.
- Trailers will be parked behind the boat racks on course and can be used as storage for equipment.
Boat Racking
- Boat racks will not be marked for specific boat classes.
Ceremonies
- First, second and third placed crews and scullers in the finals are to proceed to the Victory Dais for presentation of trophies and medallions immediately after the race.

Starting Times
- Competitors are to be within the start zone five minutes before the time appointed for starting their event (In the case of heats, 5 minutes before the first heat).
- Competitors must be held in their starting position at least two minutes before the time laid down for the start of their event.
- The starter may warn or exclude from the race any crew/sculler arriving at the starting position less than two minutes before the scheduled starting time. A warning has the same effect as one given for a false start.
- The "Traffic Light System" to be used is the Tasmanian system as previously used at Wivenhoe, Westlakes, and Nagambie.
Starting procedure will be as approved by F.I.S.A. using "traffic" lights system.
False Starts
- If a crew/sculler starts too soon, the Starter stops the race by ringing a bell and then waving a red flag or an intermittent audible sound with flashing lights will be used. In the case of a false start the Starter warns the offending crew(s)/sculler(s).
- A crew causing two false starts shall be excluded from the race.
Equipment Damage
- If a crew while still in the first 100 metres of the race indicates that it has suffered damage to its boat or equipment, the Starter or Umpire stops the race.
- The signal by an Umpire to stop the race shall be by ringing a bell and waving a red flag.
Umpire's Direction
- The Umpire may not steer a crew/sculler unless there is an obstacle in its lane.
- If a crew/sculler is about to impede another by its wash or by leaving its lane, the Umpire raises a white flag and calls the crew/sculler at fault, indicating the required change of direction by lowering the flag to one side.
- If a crew/sculler is about to cause a collision, the Umpire may call its attention by raising the white flag and stop it by giving the command "STOP".
- Crews/scullers interfering with their opponents may be excluded from the race.
The Finish
- The Judges at the finish shall indicate the crossing of the line by each crew in the race by sound signal.

Composite Rules
4.9.1 Clubs may, with the approval of their state Association, enter composite crews in regattas held under the auspices of Rowing Australia, provided that: (a) Crews entered as a club crew must have no less than 50% of their number, excluding the cox (if any), from the same club; (b) Not more than three (3) clubs may be repre-sented in a crew; (c) Any crew change must comply with Rule 4.8. 4.9.2 4.9.1(a),(b),(c) in its entirety which applies to AIS/State and Academy scholarship holders.Special Ruling:

Status Rules
Rule 2.5 governs the status of competitors at all regatta is conducted under the auspices of Rowing Australia. The following examples are supplied to assist competitors apply this rule to the 2002 regatta; Under 17 Born on or after 1 Jan 1986 Under 19 Born on or after 1 Jan 1984 Youth Born on or after 1 Jan 1982 Under 23 Born on or after 1 Jan 1980 A School Competitor must qualify as youth and be a full time student at the school. This also applies to coxswains of school crews. Members of school crews must all be students of the same school.
